26th April 2012: In his fourth and final AFCO contribution of the morning, Andrew Brons spoke during a debate on how member states might be encouraged to implement directives* into national laws.
(The Rapporteur had suggested than an answer to the 'problem' of member states not implementing directives would be to put more EU laws in the form of regulations which are self-enacting and come into force automatically in member states without having to be implemented.)
"I shall speak only briefly but I would not want my silence to be interpreted as acquiescence. I favour directives over regulations because they (directives) can be disobeyed by member states - not legally but in fact. I say that the more disobedience by member states the better!"
